The system records the votes on paper ballots, not in computer memory. The ballots are designed to make tampering positively detectable, be completely verifiable by human beings with no special training or equipment, and make undervotes nearly impossible. Undervotes (e.g. hanging chads, ambiguous dimples and pencil marks) are the big problem with hand marked paper ballots. People with physical disabilities who cannot mark a paper-and-pencil ballot without assistance can vote this way, so it solves the HAVA trojan horse problem, too.
